who the h**l names hurricanes like hurricane katrina, hurricane gustav??

  2. The National Hurricane Center.  They name hurricanes and tropical storms.  There names go through the alphabet, (ignoring annyoing letters like X), and switch from male to female on an every other storm basis.

  3. the various weather government weather agencies agree on a certain weather center that tracks them.  the staff there makes a list and its basically whatever they want.  the list is made in advance so.in fact, storm names are set for years to come.  as long as a storm meets a certain criteria it is then named based on the list.  and they alternate male and female names.  Gustav is male, so the next one will be a woman's name

    the names can be reused, but not if it is a major destructive storm like Katrina was.  That name is now retired.

In 1953, the U.S. National Weather Service, which is the federal agency that tracks hurricanes and issues warnings and watches, began using female names for storms. Now, hurricane names go in order alphabetically, naming one hurricane beginning with the chosen letter, except Q, U and Z. Also, the names alternate between male and female names. The actual names used come from The World Meteorological Organization, who uses six lists in rotation. Every six years, the list is repeated, so the names that were used this year (such as Gustav and Hanna) were also names of hurricanes in 2002.
