The Mexican taxpayer subsidies the gas to keep the price low.  Why would you prefer to pay for gas in your income tax rather than at the pump.  Some people, like Obama, seem to think we can get something for nothing.  I learned in grammar school that was not possible.

Again, it's supply and demand.  Look at their price per gallon before ours shot up.

There isn't as much demand in Mexico.
