Who to call if there is a big piece of metal or trash and dead animals on the freeway?

I was driving one day on the freeway and almost hit a car when attemping to dodge a big piece of metal on the freeway, i wasnt the only one who almost got in an accident that day. As i drove on i didnt know who to call to let someone know about this accident waiting to happen. So i decided to call 911 and tell the oporator what happen even though it wasnt a big emergency, so who do i call? i live in long beach california any ideas? Also same goes for dead animals on the road who do i call?

Just call 911 and tell them that it is an emergency and if they give you the run around speak with their supervisor or just call the police department instead.

if its causing traffic problems and or possible accident call 911 or the sheriffs dept non emergency number for that area and or highway patrol non emergency number they will dispatch the proper organization
