Who to contact if a traffic light never turns green?

This happened twice. About 4:50 am, I stopped at a red light and waited 8+ minutes for the light, it never turned green. This is a crazy intersection, thankfully there isn't that much traffic in the morning so very carefully I went thru it.

Who should I contact about this light problem?

This morning it happened again. This is crazy but, could it be that the light doesn't work at a certain hour?

Call police. The Dept of Transportation will actually handle the repair.  By calling the police, you can report it 24 hours a day. This also alerts police, in case a traffic officer is needed.
