It's an ID card for non peruvians. The carnet de extranjeria gives you right of law to open any business in Peru and make any legal transaction.

The CE is basically the Peruvian form of a 'green card'.  It serves as identification for non-Peruvians who have been given legal resident status in Peru. It allows you to work and live in the country.   Marriage to a Peruvian is one way to legally obtain one.
