  1. It was SOCOM (Special Operations Command) that urged the adoption of the M4/M4A1 Carbine so it is commonly used by

    - U.S. Army Special Forces

    - U.S. Army Rangers

    - U.S. Air Forces Special Tactics

    - U.S. Marine Corps Force Recon

    - U.S. Navy SEALS

Additionally it has been replacing the M16A2/A3 rifle in most U.S. Army units presently servicing in Iraq and Afghanistan.  SOCOM places to replace the M4/M4A1 with the FN SCAR starting in 2009.

  2. If you are talking the M4 with the rail integrated system and all the gee-whizz doodads like the PEQ-2 laser, M-68 Close Combat Optic, ACOG, tactical flashlight, and any other number of things you can attach to it, then pretty much the entire army has switched over to it.  At least every infantry unit is using it...occasionally you'll see a support unit carrying long rifles still, but for the most part, everyone is using M-4's now.  The Marines still mostly carry long rifles.  I've seen some scouts and other recon elements with M-4's, but the standard rifle is still the M-16 in the Marines.  SEALS use the M-4..noone else in the navy really has a need for it.  That's pretty much it.
