The Hall has enfranchised the Baseball Writers Association of America (BBWAA) with conducting the annual primary voting ballot, that of qualified, retired baseball players (between 5 and 20 years since last playing at the major league level). Members of the BBWAA who are in continuous good standing for at least the last ten years are eligible to vote; this currently is a population of approximately 550 to 600.

    The Hall also charters a secondary method, the Veterans Committee (technically it's called the Committee for something-or-other with "Veterans" in it, but everyone calls it the VC). The VC has been through several iterations, some more successful than others at honoring worthy candidates. The current VC was implemented in mid-2007, and currently consists of all living HOF honorees (64 as of this year, adding Gossage and Williams), plus other selected executives and writers. The VC is charged with voting on four different ballots, none of which are voted upon by the entire VC membership.

    Ballots as follows:

    a. Executives -- voted on by a Hall Board-appointed committee, 12 people. First voted on in late 2007; every two years.

    b. Managers and Umpires -- voted on by a different Hall Board-appointed committee, 16 people. First voted on in late 2007; every two years.

    c. Major league players who debuted before 1943 -- voted on by yet a third Hall Board-appointed committee, 12 people. To be first voted on in late 2008; every five years.

    d. Major league players who debuted in 1943 or later -- voted on by the living HOFers. To be first voted on in late 2008; every two years.

    In addition, the Hall can charter special committees to research, nominate, and (if voted sufficiently) induct individuals based upon selected, largely overlooked segments of baseball history. The last of these was the 2006 SC on the Ne.gro Leagues and pre-NL baseball, which was a 12 person committee. None of these are currently ongoing.
