inaffective, as in a do-nothing judge?

My vote goes to Clarence Thomas.  Since his "lynching" at the hands of the Senate Judiciary committee, he has been on the bench  since 1991 and has written barely 5 decisions.  he pretty much walks over and signs on to whatever drivel Antonin Scalia pens.

Ineffective at doing what? People have different expectations as to what they expect the Supreme Court to do. Some of us expect the Justices to exercise judicial restraint while others expect the Court to maximize its activism.
