  1. Julius Caesar was the dictator of Rome until his death in 44BC.  Then Rome descended into civil war between Octavian, Mark Antony and Cleopatra.  Octavian won and when he finally took the title of Emperor -- it was 16BC.  So there was no King of Rome during 20 BC but Octavian  (or Augustus as he is commonly know) was the effective ruler of Rome during at that time.

  2. In 20 BC, Greece would've been part of the Roman Empire.  It was divided into four  provinces:  Epirus in the West (including parts of modern Albania). Macedonia in the north, and Achea in the south, and the island, Crete. There wasn't a king, because these four provinces were ruled by Rome.

Sure you got the right year?

  3. After Octavianus defeated Antoninus in 31 B.C., he became the undisputed dictator of Rome for life. At this time, the entirety of the Balkan Peninsula was under the rule of Roman Governors who were subject to Octavianus. Although he was not the king (Rex) of Roma, he was the imperator, the princeps senatus.

  4. In 20 BC Greece was part of the Roman Empire.  Augustus was ruler at this time, though Rome was still nominally a Republic.
