  1. Where?

There were several monarchs at the time.

  2. James I, who was James VI of Scotland. He inherited the throne in 1603 on the death of Elizabeth I.  He was a sort of cousin of Elizabeth, being the great-great grandson of her grandfather Henry VII. He was a Protestant, and unpopular with his Catholic subjects, some of whom had tried to blow him up the previous year.

In 'Macbeth' Banquo is portrayed as an heroic character, and he was an ancestor of James I.  The witches were also featured in the play in compliment to james I, who was very interested in witchcraft and had written a book on the subject.

  3. King James I of England/ James VI of Scotland

When James took the English throne after the death of Elizabeth I, he united the crowns of England and Scotland.

His mother was executed for treason against Elizabeth I, as a side note. But the union of the crowns is the most significant direct political ramification.

EDIT: While MacBeth was written at this time, wouldn't a study of MacBeth in history be more concentrated on the 11th Century?
