Who was or is the biggest threat/enemy to the Mafia?

I know the mafia is a large group found in many different places... but who or what group is their biggest enemy or threat?

The Ricco law. It was designed to put organized crime figures in jail with the least amount of evidence

Enemies would be the police/government agencies, and other organized crime groups.

But the biggest threat is the government and criminal rivals working together. For instance, in the 1980s in Boston, Whitey Bulger and the Irish mob worked with the FBI as informants and brought down the Angiulo brothers, the underbosses of the New England Mafia.
