Laissez faire?? stems from 17th century France.  If you're looking for famous names than you either go historical political economy or contemporary because there's so many.  Adam Smith is the most historically celebrated from Wealth of Nations circa 1776.  John Maynard Keynes is probably the most influential contemporary economist that said governments should interfere to prevent liquidity traps.  Milton Friedman is the most famous contemporary name for free market economics.

  3. I think it was Adam Smith.  Not sure though, but he did talk about government not being involved with econ except for minimal interference (to not let one or a few companies take control of the whole market).
