Steve Davis did the first televised 147 at the Lada Classic on January 11th 1982.

Edit:

Cliff Thorburn from Canada was the first to have a 147 at the world championships(not televised) in 1983. He also won the world championships in 1980.

The first televised 147 was in fact Steve Davis as others have already said.
