  1. Depends on what you consider the united states? 50, 13, Continental congress?


  2. It wasn't George Washington.  There actually was one before him.

    John Hanson held the office from 1781 to 1782, while the under the Articles of Confederation.  Washington took office after this, when the Constitution had finally been ratified.
