  1. Jose Raoul Capablanca became chess champion of Cuba when he was 12.

Bobby Fischer was champion of the USA when he was 14.

As far as achieving a master rating goes, you basically have two candidates:  Samuel Reshevsky (born 1911), who was playing master-level chess at the age of 8 (and defeated world-champion candidate Janowski when he was 10), or Nicholas Nip, who just recently became the youngest rated US chess master ever, at the age of 9.

  2. first person to post will get the best answer??    Does that mean it doesn't matter if the first answer is correct or not?

There are all kinds of levels of chess champions. They have champions for each age group, etc...

If you're talking about the youngest World Champion, that would be Garry Kasparov, who was 22 when he won the World Title in 1985.

  3. Ok, his name is David Howell, age 16 or 17, lives in the UK,

(Full name David Wei Ling Howell ).

Hope this is what you were looking for=)
