Who was this call from? Calling card or telemarketer?

I was waiting for a phone call from someone who would be calling from a calling card. I have a missed call from 866-849-4925. I got a voice mail, but it was just dead air, and when I try to call back I just get a busy signal. Was this a telemarketer or a calling card?

That is known to be either a telemarketer or collection agency that does not exactly follow the proper Caller I.D. laws.  It was not the friend using a calling card.

Google the number.  There are websites that list unwanted numbers.
