I remember hearing news about a person long time ago who saw his friend in a bathroom stall with a young girl and left them right before his friend raped and strangled her, and then people were debating whether or not he should be punished... Who is the guy again?

It wasn't in a Las Vegas casino. It was in a casino in Primm which sits along Interstate 15 at the border with San Bernardino County, California. The killer who pled guilty when his attorney figured out the majority of the jury which had been selected had connections to the military (either retired or marital relatives of active and retired service members) has never been placed in the general prison population since his conviction. If he ever does emerge from restricted status he will be a dead man. That's because his victim was a child (Sherry Iverson) and his fellow convicts don't like people who hurt children.

As for David Cash, there was no law to prohibit what he did although I consider his actions to constitute depraved indifference to human life.
