  1. Dengue Fever is a mosquito-borne & transmitted acute febrile disease, which is often found in urban settings (see the Wiki article).

    As for blame, I wonder how much is a result of the devastation left over from the tsunami?  But the solution is mosquito control, so who is responsible for mosquito control in the area?
