  1. Interesting question.  I have three responses:

    1) The master teacher.

    2) History / Experience

    3) The students

Who educates the doctors' educators?  Who educates the accountants' educators?  Who teaches anyone how to educate?  Educators

  2. Believe me, there are far more people trying to do that job than the job of educating the student.

  3. good question.

the professors at university haven't the slightest idea how to teach even the ones in the teacher colleges.

  4. As in any profession, those who learned, in whatever way, to do the job in turn pass on their knowledge to those entering the field.  And as in any area of human knowledge, people first learn by trial and error, perhaps spurred by inspiration.  We learn that something works, and we teach that knowledge to others.  Eventually the knowledge gets codified and certain people become especially qualified to teach it.  Unfortunately, along the way any field attracts charlatans, and often the person best at doing some special task lacks the communication skills to instruct others in doing it, or would simply rather go on doing the job--removing appendices, composing music, or teaching children to read--than teaching someone else how to do it.  In the teaching field, however, people are usually glad to share their successful techniques with others.  And THAT'S who educates the educators!

If I haven't really answered your question, just think of the chicken and the egg.
