I think that ANYONE who has a child deserves a congratulations, royal or not. So yes.. Congrats to Baby James and his parents!

One wonders why anyone so against the royals that they wouldn't even congratulate them on the birth of a child would be reading and answering questions in the Royalty section. Maybe they should look at something they enjoy?
