They decide who wins the Olympics by how many points a country has. China won the Olympics because they have more gold medals and gold is worth more points then bronze or silver. Even though the US has more medals, say we add up the scores like this: gold 3 points, silver 2 points and bronze 1 point.

the total points would be...

China :

gold 51 x 3 = 153

silver 21 x 2 = 42

bronze 28 x 1 = 28

TOTAL : 223 points

USA:

gold 36 x 3 = 108

silver 38 x 2 = 76

bronze 36 x 1 = 36

TOTAL : 220 points

Therefore, China is the winner.

There were something like 300+ winners.  One for each event. No country 'wins' the Olympics.  Athletes win the events.  I think your question should be which country's athletes won most medals, or which country's athletes won most golds. And that really has nothing to do with what the Olympics is all about.

Depends on what you consider as "winning".

Some people say each individual athlete won.

Some people prefer to use a per-capita formula (medals to population) as a way of judging who won.

Some people prefer to simply go by who won the most medals.

No one.  The Olympics was a created more controversy than unity.  The original purpose for restarting the games was to provide a mechanism for dialog among nations outside of the political arena.  The level of corruption/politics displayed at this Olympics took away any unity that could be gained.
