Who would I contact if I wanted to get information about adoptees who came to the United States from 1988-1995

I am trying to find out how I can obtain names. dob, etc of adoptees that came to the United States from Colombia and Venezuela from 1988 through 1995? Who would have these records and is it possible I could see them? I know someone who was abducted in 1988 and she could have been adopted into a family in the United States and I want to help try to find her. Is there a way I could find out and who would I contact?

    first of all , i doubt it very much that you could get such a list , privacy would come into this to start ....

    in my opinion ? i would imagine ,(i am guessing ok?) that this person could start with a social worker ,since The agency workers know the adoption laws and have attorneys to advise them,
