Considering Norris is pretty old now, I would have to go with Fedor, if for no other reason then stamina.

In a real fight, people go for the strikes to the eyes, throats, crotch.  

If Fedor takes Norris down, Chuck would gouge out his eyes....... and visa versa.  Both of them would be badly wounded.  Of course Chuck would use the strikes to the eyes, throats, crotch to prevent Fedor from taking him down.

If it's a MMA fight, Norris would be overpowered and have his arm snapped in a kimura, or if Fedor really hates Americans, he'd cut Chuck's face up with raining elbows left and right from the top.  I don't see Fedor outstriking Norris by a lot though.
