Tie.  Both are basically invulnerable.  Spongebob can be beat up indefinitely and bugs bunny is similarly resistant to harm after a single frame of injury.

Well first you have to look at the chosen place of the fight, after all, SpongeBob cannot fight on land due to his underwater nature, and I don't believe rabbits enjoy the sea.

So, I think this easily disqualifies your question unless you have a neutral ground.

Neither. Though Bugs could deliver the blows, Spongebob would be able to absorb them. Also, if Bugs blew him up or cut in into pieces by using the ACME devices supplied to him, Spongebob would be able  reassemble himself. Of course, although that puts Spongebob in a good position to win by letting bugs exhaust himself he would probably make peace by trying to become Bugs' friend.
