  1. the mayor of your city.........

  2. I assume you are talking about non-toxic, non-radioactive landfills, the run of the mill municipal dump.  I would talk to the highest official I could, perhaps before they are elected.  Aside from that, State Representatives and Senators are accessible.  I would be interested to hear what you expect to do with the waste in current landfills. If you ever get to speak to  your elected representative(s) be prepared, know what you want done and have a viable idea on how to do it.  Try to tie in jobs creation and/or votes for the official.

  3. I would start on a local level like City Council, Mayor (if it's a small town), etc.  You might want to start a petition and have everybody you know sign it before going to an official.  There is a petition site where you can sign the petitions of others, and you can start your own.

    http://www.thepetitionsite.com/

It is also known as http://www.Care2.com

If you can get enough signatures, you could probably have it sent to the governor, senator and representative of your state.

If you work for a large company, or are in school, you could get a petition started there...and some more volunteers to help you get signatures.

  4. I'm from Canada but my suggestion is:  go to your local City Hall-they should be able to advise you.
