Who writes a personal reference?

i need a personal reference for a uni exchange programe and i was wondering who should write it for me and what they should include in the reference. Thanks

A personal reference should be written by someone who has known you well for at least three years or more. It is designed to be a character reference. You should not use a relative or an employer for this reference.

In the reference they should write about your good points on a personal level -- trustworthy, dependable, friendly, intelligent, neat (LOL) etc.
