  1. Generally its lawyers who write them after discussing it with teh candidate who wants to sponsor a bill and then gives it to the candidate who then presents the sponsored bill to the house or senate to try and get it passed.


  2. Everybody and there brother. Something close to 50,000 people are involved in writings laws. every politician writes laws, sometimes hundreds per year. That why they call it a legislature and why we now have so many laws it's impossible to count them.

  4. The Congress, which is comprised of the House of Representatives and the Senate.

  5. Federal Laws are written by Congress.

    State Laws are written by the legislatures of the several States.

    City and county laws are written by the city/county council, board of supervisors, or whatever it may locally be called.
