Who wrote up a couple of principles that say that government always grows, regardless of workload?

I remember, that these 'laws' were written by an english public official who worked for the department involving the colonial affairs. Even when the number of colonies was decreasing and decreasing, the department was still growing.

  1. was it lord macaulay?

    this is an old outdated wisdom.  now govts r getting leaner and leaner to save $$.  with the colonies, $$ is limitless.  but now technology and governance is a differnt ballgame.
