Whole house fan does not draw air

Question

Everything seems to work, fan moves hi and lo, but it does not have any draw of air. I can stand right underneath it on hi and it won't even move a piece of paper on my hand. I had a whole house fan in my last house and it really caused the air to move in the house. What should I do?
