I assume you mean South Africa... Africa is a continent, and there is no 'head'.  The Minister of Finance as he is called is Trevor Manuel.  He has been so since 1996.

it's Who not Whom in both of your questions. You only use whom if you can answer the question with "him". Ex. Whom handles the wealth is like answering "Him handles the wealth"
