Whom would be the perfect government office to report about email scammers to?

Since people get so much scams on their email these days & while I always mark these as spam, other people are unfortunately swindled that are not wise to these scams. Since I think is a horribly wrong & dirty thing to do to people & poor people including retired people & senior citizens are being swindled & conned out of their savings even while they barely are living & getting by. I'm sure people wouldn't want to see their family or relatives or a friend's family or relatives victimized by these people. This needs to be addressed & stopped, so where is or which is the perfect government agency(ies) to go to that people can report each & every one of these low life scammers who's stealing savings from poor people?
