That's Kino from Kino no Tabi (Kino's Journey.) The faint text in the image confirms it.

Kyaaa @_@ I've seen him in an anime before... *wracks brain* ARRRRGGGG!!!! I can't remember what though!!! But I know he is from an anime... I have screen shots of him too...... >.<
