The secretary and president must notify the members of a special meeting.

Whoever calls the meeting is responsible for sending notifications.

Most meetings are called to order by the President (or Chair), but  in the event that the officers call a special meeting, the responsibility transfers.

The Chair may transfer the duties to the Secretary, it still the Chair's responsibility to confirm the job is accomplished.
