  1. you can set your cell phone to Restricted meaning whoever you call cant see your #

It means that the person calling has their number blocked.  Collection agencies do this to dupe people into answering the phone just out of sheer curiosity to see who it is.  I do not answer "Restricted" phone calls.  I suggest you do the same.  If the person on the other end doesn't want me to know who he or she is then I don't want to talk to them.

  3. I never answer a RESTRICTED phone call, collection companies and telemarketing cos. set their nummber to restricted so you don't know who's calling.

    If I can't see a number, I don't answer my phone....

It means that person has selected to be UNLISTED/Not Published from the phonebook and any online service.  *67 will show that you made your number private for that one call.  A lot of companies who have A LOT of different phone numbers generally go that way and people who are in law enforcement.
