i understand your budget, but if you spend that much each year, it would actually save you money if you bought a timbuk2 backpack.  They are slightly more expensive, but will last you 4-5 times longer, so it will save having to buy 4 extra bags.  The timbuk2 bag is indestructible and reusable.
