I dont think it was the Rasengan, Jiraiya has never talking about Naruto completing it before. So its probably something to do with the Kyuubi's power and unlocking using the key that he left with that frog.

He was most likely referring to being able to control all of the Kyuubi's power.

humm i think you may be talking about were naruto must learn how to use the power of a sage were he can use natural energy it is in the manga at onemaga.com but you are proble talking about something different.

oooo and it is deffently not the Kyuubi's powers because he wont to stop useing that power in the new naruto show oooooo and also you maybe talking about not jiryia but kukash or how ever you spell it but he is teaching naruto the finily stage of rasengan were he put wind elemet in to it and makes it way stonger. but it is all in the manga.
