Why, when I go into Yahoo Finance-"My Portfolios" does it persistently go to "arrange-edit list?"

Sometimes goes directly to my list of portfolios, sometime reapeatedly to "arrange-edit"

If you click on the MY PORTFOLIOs tab instead of one of your tabs, it goes to the maintenance screen since you've clicked on the generic tab.

If you click on one of your portfolios, the selected portfolio should pop up instead.
