the picture coming from your television is a bit like a flourescent light and a strobe and flashes at 50 times a second. To our eye it looks like it is one continuous picture but because of the positioning of the spokes as they rotate it gives the illusion of rotating backwards

when the RPM gets higher (rotation per minute) i.e faster,the angular velocity of the wheel radius speeds up.the message sent from our retina is always the opposite.but as the message conveys is too fast too digest,the Force (F) acting on the wheel looks backward (as the opposite) along with the gravitational energy applied to it.
