  1. Writers and artists didn't retain any rights to their creations during the golden age and DC acquired the rights to the Batman character when they published the first story featuring him in 1939. Kane tried to come up with a character who might become as popular as Superman and showed his nascent first attempt to Finger, who made many practical suggestions which Kane adapted, and Finger also wrote the first Batman story (which was only six pages in length and contained almost no elements, except Commissioner Gordon and Bruce Wayne, of the Batman mythos which current day fans of Batman would recognize.

Kane was probably aware that Siegel and Shuster, the writer and artist who created Superman weren't being paid royalties but that their page rate (the amount of money they were paid for each page of finished material they produced) kept going up because that ensured a steady supply of Superman stories (and S & S split the higher page rate equally because they were friends and partners, and had to pay a steadily growing number of art assistants as the number of pages of Superman material each month grew). Kane probably didn't want to share a higher page rate with Finger, and justified not doing so because Finger was his employee when Finger helped with the final stages of revisions to the Batman character. DC obviously wanted to have a steady source of Batman stories, since he was obviously almost as popular as Batman, and probably didn't think it mattered who wrote them, especially if Finger had trouble meeting deadlines, so they didn't mind signing a contract with Kane that threw in the sop of a byline for Kane (even when he had nothing to do with stories that had his byline).

  2. Bob Kane wanted the exclusive rights for creating Batman basically because he was selfish and egotistical and wanted all the fame and fortune for himself.  His family was already fairly rich so he got his lawyers to write up a contract that guaranteed that Bill Finger would never get the credit that he actually deserves.  You can read more about it here (including links to other websites with even more info):

  3. Jon Glade, as usual,  has nailed two of the major points.  The companies essentially decided who got credit for what character (and sometimes still do).  And there is NO history of comics which doesn't have at least a few errors.

Bob Kane got the credit because his contract said so.  Bill Finger's didn't.  He did go on to create the Golden Age Green Lantern -- Alan Scott -- among other characters.
