The most likely answer to your question is that it's not profitable for them to enter that market.  From what I understand, there are two radio groups that run most of the stations in Hawaii.  They are fairly locally owned, as is the norm for smaller markets, and they can afford to cut costs by having employees multi-task.  Generally speaking, running "cluster" stations is the only way to survive in smaller markets.  Unfortunately, revenue - not programming quality - rules radio.  In Hawaii there is a cap to financial profitability because of a limited amount of advertisers and money spent on marketing.
