Why Canada give green card or accept those controvsial people?

  1. Because, in Canada, everybody is considered equal. If they have no criminal record, then there is no problem.

The Dalai Lama is only controversial to the People's Republic of China.  As for your other people, are they all Chinese?  Any government can only block those people that are known as undesirables.  If some other government has decided that they are "bad guys" we can only know if they tell us and request extradition.  If the wanted people have applied for refugee status, then the whole thing is up in the air.

    The best question is why should any government need to identify people as undesirable or dangerous?  Are they really that terrified of opposition?

  3. Because Canada wants (tries) to be open/free/and democratic.  And, because the US won't.  Anyone trying to emigrate to a western country knows to go to Canada first because it is much harder to get permission to enter the US.  And, who wants to go to the USA anyways?  Failing economy and pathetic healthcare.   GO CANADIANS!!
