Its just a co-incidence.

The earthquake occurred as the result of motion on a northeast striking reverse fault or thrust fault on the northwestern margin of the Sichuan Basin.

And the rains are due to climatic instability linked with monsoon. Remember Myanmar was also under climatic instability in that period.
