  2. This doesn't really have to do with fair or unfair; this has to do with the number of Indian pilgrims who are annually allowed to go. There is great demand, and the infrastructure in Darchen village at the foot of Kailash and at the small guest houses surrounding Manasarovar lake. This is basic supply-and-demand economics. The fragile ecosystem of the Kailash area cannot possibly support the number of Hindu pilgrims that wish to visit. Moreover, given the instability in central Tibet this year, the Chinese government is unusually concerned about the impact of the pilgrimage even in remote far-western Tibet. If you examine historic documents on other places of pilgrimage—whether Ujjain, Allahabad or Amarnath, it seems tragedies occur when too many pilgrims crowd a small area. Thus, the Chinese government is being pragmatic by limiting the number of people who can go.

    That said, the Chinese government is committing terrible atrocities in Tibet and there is zero excuse for this.
