I think it's not about the whole "kissing in the rain" thing, it's just about how you feel at that moment. My first kiss was in the rain and it wasn't romantic because of that, it was because I had a connection with the guy and we both wanted to show our love by just kissing (yeah, sounds kinda sappy :P); and if you're really concentrating in the kiss and you're enjoying it, you forget it's even raining in the first place, at least that's what happened in my case.

Because rain is normally something you run and shelter from.  If you stand there kissing in it, it means that you're so in love that you don't care - you're happy and full of joy regardless.  And actually, being out in the rain is sometimes invigorating anyway.

Heck, it's romantic! Why? Simple really. First you can get a feel of what it would be like to be in The Notebook. And who wouldn't wanna kiss that guy!?

Second, because there's just an element of being completely soaked ad having all that water pouring down on you, but you don't give a flying flip because you're kissing someone clearly very special. Also, it's just the feeling. You normally run and hide from the rain, yet the kiss is so good, you don't care about the rain, so clearly it's one phenomenal kiss. If you don't find it romantic, then there's something wrong with you!
