because the most well known vampire is Vlad Tepes whom was indeed a count ( Count Dracula), however  most vampires that have the Count title are either Tepes in some form or a parody or rip off.

They don't. A Count is a nobleman. So if the vampire is a noble...that's what they him. Count Dracula was a Transylvanian nobleman.
