Why I can only have 2 profile pics from 4 allowed picture, and I can't upload more than 2 photos?

all of the photos I'm adding to my yahoo360 profile, are below 5MB each(even less than 1MB), but yahoo accepts only first 2 added photos and i can't save more than 2 photos.

also I have to say, my pics are exactly matched with privacy and policies. what is the problem exactly?
