Israel has had nukes since the late 1950s and never looked like using them.  Indeed the only country that looks like it will is Iran!!!!

If Israel has nuclear weapons they have never been declared and if necessary they would be regulated by the IAEA.

Because Israel hasn't signed the NPT.

Israel has never admitted of possessing nuclear weapons, and never threatened using them (for the matter of fact, it never threatened using any kind of WMD against any other country).
