I know little about her, but if she has spent some of her personal money (some of which wiould come from fair pay from her work) there is nothing wrong from that.

Also, it is feasible for work trips and even legitimate vactions to have been made to the places you mention.

Therfore you need to give further evidence (if you have it) that these activities take up "most" of the funds or are a misappropriation of the said funds.
