it originated from gangster clubs in singapore from techno musics.

just like in any types of music in any clubs where the crowds chant together during any breakdowns in songs.

so the oot oot is a common chant originated from techno musics from the 90's in gangster's discotheque. i know it's not just oot oot, there's a lot more to it.
