Why US ambessy in India acts like a dictator?

US ambessy behaves like a dictator in India, why they do so....i have seen them rejecting visas for vocational / professional , smart and financially sound people without explaining any reasons.... u can't even ask them hoping a reapplication later

It isn't just the US. It is all countries. Furthermore, they don't have any obligation to tell you why you were refused or refund your application fees.

The United States has a quota system for visas.  If the quota for a country or region is filled then they won't issue any more visas.  It wouldn't matter if the applicant is qualified or not.

All embassies for that matter could appear acting like dictators. But in fact they are not. They are regulated by guidelines of their countries. So is US embassy in India. They are generous in visit visas for genuine visitors-business and family, tourists, students and workers. genuineness is important and more important is that you shall return, essentially return, after fulfilling the purpose of your visit. You must be able to proof that you shall essentially return back to India and there is no chance that you shall over stay.
